[LU-15046] osp precreate thread can get stuck https://jira.whamcloud.com/browse/LU-15046 Lustre <p>osp precreate thread can race with osp_obd_connect() which initializes lcs_exp (required for fid client). then if the precreate thread finds lcs_exp uninitialized it can get stuck blocking all precreating logic.</p> LU-15046
