[LU-15153] Land HPE OBS build configuration

HPE maintains a few spec files and an xml configuration file that are used with our internal OBS build system. These files need to live in the source tree that gets compiled, so unfortunately we cannot divorce them from the Lustre source tree. We'd like to land these to the canonical repo.
