[LU-15485] Allocating lprocfs per cpu stats as-needed leads to fragmentation.

A lengthy investigation into failure to allocate 64M hugepages found several causes of fragmentation. One of these was the lprocfs per cpu counters. To reduce memory fragmentation, per cpu counters, when enabled, should always be allocated with the stats.
