[LU-16550] edquot handling breaks testing

~~LU-4505~~ added a protecting against quota master flooding, but it seems to break number of quota tests.
for example, here is stats for sanity-quota over last few days:

the most frequest failure is 12b where the test sets inode limit to 2048, then wants to create 2048 files, but fails:
