[LU-2083] install git commit hooks by default

Install the Lustre Git commit hooks by default, so that they are always run. The commit-msg and prepare-commit-msg hooks have been in use for many months without any known problems, and for new users or new tree checkouts it is important that the hooks be installed to verify coding style and commit messages.
