Expand work from http://review.whamcloud.com/#change,2514 to limit total memory usage by lustre regardless of number of filesystems mounted.
OSC level might not be the right place for the list of pages due to compexities in rebalancing of space usage between OSCs, as such a global page lru (perhaps with some per-cpu logic to better manage contention) would be a better idea.
