[LU-26] Huge OST mount time due to config log

Mounting almost full OSTs took an excessive time. Because during mount, the llog does small write, which takes very long time(allocating the new blocks) for nearly full OSTs. It actually can be avoided in most time by checking whether the local llog is valid before do real copy.
