[LU-4026] Disk deprecation

                <project id="10000" key="LU">Lustre</project>

In training class, discussion came up that Lustre monitor does not integrate to SMART or other disk reporting information. The idea request is for "disk deprecation" - we observe a disk is failing or is slowly degrading, and would like Lustre to automatically deprecate it such that no new content is added. During idle bandwidth, disk contents should be migrated out to other locations.

In the short-term, making "lctl" support a "deprecate" command would be a stop-gap solution.

It is the responsibility of the raid controller to manager the health of the disk not generally the file system.

Users who need SMART or other disk health information should configure the monitoring they desire outside of the Lustre Filesystem.
</comment>
