[LU-4031] make rpms no longer works

                <project id="10000" key="LU">Lustre</project>

in doing local builds of lustre the typical sequence of commands has been:

sh autogen.sh
./configure --with.......<appropriate configure options>.....
make rpms

Now the make command 'make rpms' doesn't work any more.
Errors complain of no rpms target in the lustre-iokit Makefile

Suspect this may be due to changes in recent commit for <del>LU-3466</del> iokit: Make lustre-iokit a subpackage of lustre

If 'make rpms' is no longer the correct manual commend to use, what is now the correct command?
