[LU-6907] Gerrit checkpatch (and derived scripts) is too noisy

Currently every time gerrit checkpatch reviewer makes a comment, it's sent to everybody subscribed to the ticket.
Add more bots like this and the email storm becomes quite big.

But in fact gerrit REST API allows the script to have control over who gets the emails.

So I propose to change gerrit checkpatch reviewer to only send email to patch owner on error, and not send any emails to anybody on success.

Proposed patch is to follow shortly.
