[LU-8961] t-f defect: setupall () always setups servers if CLIENTONLY is not set

t-f does not have a possibility to skip the server setup and mount clients only (this possibility exists only on CLIENTONLY mode).
On real clusters we need the possibility to avoid the server setup and mount the clients only.
