This will likely need changes to the object allocator, like <a href="https://jira.whamcloud.com/browse/LU-9" title="Optimize weighted QOS Round-Robin allocator" class="issue-link" data-issue-key="LU-9">LU-9</a>, to keep it more balanced over time.
