This issue relates to the following test suite run: https://testing.hpdd.intel.com/test_sets/9dd6b862-61c1-11e7-8a1d-5254006e85c2.

The sub-test test_18 failed with the following error:

Test steps:
1. format and setup system with 2.9.0
2. make files and set u/g quota
3. stop and upgrade system to 2.10.0
4. verify u/g quota works, add a new OST and enable project quota and verify it works
5. stop and disable project quota, downgrade the system(with new added OST) to 2.9.0
6. run sanity-quota and hit the problem
