[LUDOC-482] Document that ea_inode cannot be removed

https://review.whamcloud.com/#/c/33012/ from ~~LU-11215~~ replaced "large_xattr" with "ea_inode" and the Ops Manual was updated. However, it also made it impossible to remove ea_inode:

Don't try to turn off "ea_inode" feature on the targets anymore,
it's not supported by upstream e2fsprogs.

And if you try you get:
> Clearing filesystem feature 'ea_inode' not supported.

There are various "Notes" in the Ops Manual that say how to turn it on. They should be updated to indicate that it is a one-way street.
