[LU-164] Update the test framework so that it can append to yaml files rather than begin a new series - and allow auster to begin at a selected test_suite.

Description

When a test times out it is necessary to reset the test cluster, but it would also be useful to carry on with further test suites, to do this the test_framework must be able to append to an existing yaml log.

It is also a requirement that auster have a switch to mark the first suite to run.
