[LU-900] Using ncli.sh as configuration file without SRUN installed will cause test failure

Description

Cannot run test suites under lustre/tests with configuration file ncli.sh if there is no srun installed on test node.

The new added SRUN=${SRUN:-$(which srun 2>/dev/null} will cause error if there is no srun installed.
