[LU-10254] version_code() error in racer/file_create.sh

Description

In racer test output on master branch, there are some errors produced by version_code() in test framework as follows:

trevis-43vm1: 				 --version 2>/dev/null | cut -d' ' -f2
trevis-43vm1: /usr/lib64/lustre/tests/test-framework.sh: line 407: ( << 16) | ( << 8) | : syntax error: operand expected (error token is "<< 16) | ( << 8) | ")
trevis-43vm2: /usr/lib64/lustre/tests/test-framework.sh: line 407: ( << 16) | ( << 8) | : syntax error: operand expected (error token is "<< 16) | ( << 8) | ")

The errors caused "pfl" layout was not tested.
