[LU-10791] Configuring with disable-utils without disable-tests results in broken build

Description

Because some of the test utils require liblustreapi, doing the following results in build errors:

sh autogen.sh
./configure --disable-utils
make
cd lustre/tests/; make 

Disabling utils should either disable the various tests utils that require lustre libraries, or it should wholly disable tests also.
