Landed for 2.12. The slow performance of this test has been covered under LU-11141

LU-11174 caused huge test time regression, please check:

Test61 need 3255 seconds which is more than 50 minutes for one case is a waste of time....

I have checked the logs and found the "qsd_op_begin" has failed for -EQUOT, but the OST_WRITE requests are from the grant
at client and the quota failure is ignored.
