'make debs' mistakenly ignores IB options

    Description

      If Lustre is compiled with '--with-o2ib=no' or similar options, and then do 'make debs' will ignore the option mentioned above.

      The problem is in file 'debian/rules' where IB options set to null string as 'IB_OPTIONS?=""'.
