[LU-11372] o2iblnd: add clarifying comment to ko2iblnd.conf

Description

Need to add a comment ko2iblnd.conf to explain that these parameters are only for OPA cards. Also it should be explained that if there is an OPA interface in the node these parameters will be applied to all interfaces using o2iblnd including MLX cards if they are there. This is an issue for routers as an example.
