TBF has been implemented for a lot time. A lot of improvement has been added since then. And there are multiple ways to implement global QoS management based on TBF features. One of them is LIME.

We are using this ticke to track the requirements for TBF as well as global QoS management. Other releated projects are client side QoS, policy for objection allocation which can be controlled by external tools, etc.
