tests: sanity-hsm test_260c is not reliable

    Description

      The test tries to check that RESTORE requests are not reordered when the coordinator is running its hottest code path (ie. not doing 'housekeeping').

      The issue is that the test does not reliably make sure what code path the coordinator is running.
