conf-sanity test 123 failed as follows:

Setting configuration parameters
CMD: trevis-51vm4 lctl set_param -F /tmp/f123.conf-sanity.yaml

set_param: jobid_var=procname_uid
set_param: ost.lustre-OST0000.unknown_param=50
set_param: jobid_var=procname_uid

set_param: jobid_var=procname_uid
CMD: trevis-51vm4 /usr/sbin/lctl get_param jobid_var

This is a regression failure introduced by patch https://review.whamcloud.com/31846 for LU-4939.
