[LU-11867] OST precreate object FID in LMA mismatch causes OST unusable

Description

Sometimes one inode is used by two OST objects, thus in the second object initialization it will find FID in LMA mismatch because the FID is the first object FID, this will cause precreate fail, and OST is always skipped in creation.
