[LU-12364] idle disconnect shouldn't set IDLE going to reconnect

Description

ptlrpc_disconnect_idle_interpret() sets IDLE state but can change that to CONNECTING in few cycles if any one has been interested in reconnection yet.
these few cycles can be hit with ptlrpc_set_add_req() check that the connection is not idling.
