Add test for splice_read

    Description

      Lustre supports splice read, but does not have any tests for it - The word 'splice' doesn't appear in the /tests subdirectory at all.

      We should add at least one test for this, and we should also add something to the new sanity 127c for extents_stats.

      There are some GPL licensed LTP tests that we could copy from:
      https://github.com/linux-test-project/ltp/tree/master/testcases/kernel/syscalls/splice
