sanity test 56xb fails with 'cannot create hard links'

    Description

      sanity test_56xb fails with the following seen in the client test_log

      == sanity test 56xb: lfs migration hard link support ================================================= 08:31:41 (1563438701)
      striped dir -i0 -c2 /mnt/lustre/d56xb.sanity
      testing lfs migrate mode when all links fit within xattrs
      creating initial file...done
      creating symlinks...done
      creating nonlinked files...done
      creating hard links 2:100... sanity test_56xb: @@@@@@ FAIL: cannot create hard links

      It looks like this test is only failing for DNE with ZFS.

      This is not a duplicate of LU-10716 because none of these failures are seen in interop testing.

      We’ve seen this error once in November 2018 and January 2019 during patch testing , https://testing.whamcloud.com/test_sets/b86533f0-f290-11e8-815b-52540065bddc and https://testing.whamcloud.com/test_sets/31cc8010-1256-11e9-b7d4-52540065bddc respectively. The first time we saw this error in non-patch testing was in February 2019 at https://testing.whamcloud.com/test_sets/7fb23e64-272d-11e9-a318-52540065bddc. We’ve seen sanity test 56xb fail with this error 11 times since February 1, 2019 with the latest failure at
