[LU-12680] llapi_hsm_test test52 is incorrect

Description

test52 in llapi_hsm_test.c creates a file, then gets the state of the current action, which there are none.  It is expecting the state to be HPS_WAITING, and the action to be HUA_NONE.  It should be NONE/NONE as there are no actions on the file.

 

This looks like a test of what is actually returned rather than what is correct.
