[LU-12820] obd_dirty_transit_pages is always zero and can be removed

Description

The 'transient' arg to osc_enter_cache_try is always zero.

OBD_BRW_NOCACHE is never set.

obd_dirty_transit_pages and ->cl_dirty_transit are always zero.

So these and related code can all be removed.
