test_21a failed with the following error:

client mount without sending sepol should be refused

test_21b can also fail with the following error, due to the same root cause:

sanity-selinux test_21b: @@@@@@ FAIL: touch (6)

The problem stems from the fact that with combined MGS/MDS, we need to make sure MDS receives updated fileset info from MGS.
