[LU-13186] sanity-pfl test 14 fails with '/mnt/lustre/d14.sanity-pfl/f14.sanity-pfl: component 4 doesn't have poolname pool2'

Description

sanity-pfl test_14 fails with '/mnt/lustre/d14.sanity-pfl/f14.sanity-pfl: component 4 doesn't have poolname pool2'. Looking at the console logs on all nodes, there are no errors except on the client1 (vm1) console, we see

This test started failing on 31 JULY 2019 for Lustre 2.12.56.72 and fails 100% of the time for PPC client testing and fails only for PPC client testing. Here are links for some of the failures
