racer/file_create.sh passing bad PFL arguments

    Description

      Running racer reports a lot of errors from "lfs setstripe", which is likely causing a lot of the testing for PFL and FLR layouts to be skipped:

      Invalid layout: The component end must be aligned by the stripe size
