o2iblnd: update peer_credits/peer_credits_hiw/concurrent_sends to recommended values

    Description

      The recommended values for peer_credits/peer_credits_hiw/concurrent_sends are 32/16/64. Instead of having to change these values everytime a lustre system is installed, update the o2iblnd defaults to these values.
