[LU-14482] MDTs added after OST Pool create don't show pools

Description

Steps to reproduce:

1. Create Lustre FS with some MDTs and some OST Pools
2. Extend said FS with more MDTs and OSTs
3. Add some of the new OSTs to existing pools (may not be neccissary)
4. check the pools on one of the new MDTs

Expect:
see list of OSTs in pool

Actually:
No pools listed on new MDTs

 

Workaround:

Destroy and recreate pools
