[LU-14626] Idle Changelog user not deregistered

Description

I have a ChangeLog user registered on my system that has been idle for months (4.8M seconds), far in excess of the max idle time of 30 days (2.6M seconds), but has not been detegistered:

This system was upgraded from 2.10.7 and is now running 2.14.0. The Changelog is consuming about 1GB for 7.3M records (~144 bytes/record).
