init cache setting for DoM mdc

    Description

      As MDC joins to become LOV target for DoM needs, we need to set its cache setting as lov_add_target() does for OSC becoming LOV target.

            Master has https://review.whamcloud.com/#/c/34419/ which has moved the cache setting into obd_connect().
