[LU-15101] sanity test_31q fails with 3 mdts

Description

Sanity test_31q has a check to ensure that there are 3 or more mdts available.  However, it runs the command "lfs mkdir -i 3,1 $DIR/$tdir" which will only succeed if there are 4 mdts (otherwise, the mdt with index=3 does not exist).
