WBC: reint create under WBC should return layout EA

    Description

      Normal reint creation (@ll_new_node) will not return layout EA (lov EA) to the client.
      However, a regular file under WBC needs the layout EA to assimilate the cache pages during flush, thus it needs to return layout EA for it.
