Make enable_filename_encryption tunable only available with embedded llcrypt

    Description

      enable_filename_encryption tunable was introduced by LU-15858. But this only makes sense when Lustre client is built against the embedded llcrypt. When built against in-kernel fscrypt, this tunable is silently ignored, as fscrypt always carries out file name encryption.
