Description

There could be some pre-acquired quota space at some MDTs or OSTs after the quota
for some quota ID is over limit, these quota (file quota or block quota) can still be used
when creating files in these MDTs (file quota) or writing data into files (block quota),
these quota space should be reclaimed in such case.
