update OSP statfs when max_create_count is set back from 0

    Description

      if OSP max_create_count parameter is restored from 0 then we need to refresh OSP local statfs copy to get rid of OS_STATFS_NOPRECREATE flag. Therefore updating max_create_count will be in effect immediately without need to wait for scheduled update
