test_270h failed with the following error:

Can't create file from OST|DOM mirror layout

sanity 270h failed when PFL layout is set to root fs, it failed on all 4 different layouts(patch of LU-16904)

I tried to reproduce it locally, but it actually passed with 1,2,4,7 osts locally
