Cleanup use of fake interface in sanity-lnet

    Description

      All callers of have_interface() are using it to check that setup_fakeif() completed successfully, so setup_fakeif() should just do this itself.

      Also test cases using the non-default namespace should call setup_netns/cleanup_netns themselves rather.
