Advertise dynamically configured server NIDs to MGS

    Description

      Related to the work in LU-10360 and LU-10359, it is important that dynamically configured server NIDs that are added after MDT/OSTs are mounted are advertised to the MGS IR logs, so that clients which mount the filesystem at this point are able to see which NIDs can be used to contact the targets.  These NIDs would not be stored in the permanent MGS config llog, only in the dynamic MGS IR log that LU-10360 is using to inform the client about target NIDs. 

      is there an upper limit on how many NIDs a single target can advertise in the MGS IR log?  It is looking like this may need to be in the hundreds of NIDs per server.
