test_27ab failed with the following error:

usr/bin/lfs setquota -u quota_usr -b 53856644 -B 56549476 -i 838864 -I 880807 /mnt/lustre
lfs setquota: quotactl failed: Operation not permitted

this has suddenly started failing across all branches so I suspect it is one of the recent patch landings, which were quickly backported to b_es6_0/b_es7_0.
