test_99b failed with the following error:

Setup PCC backend /mnt/pcc.d99b.sanity-pcc/d99b.sanity-pcc on /mnt/lustre failed

This test is failing repeatedly during interop testing. Presumably 2.15 does not work with PCC-RO and should be skipped?
