test_99b failed with the following error:

Setup PCC backend /mnt/pcc.d99b.sanity-pcc/d99b.sanity-pcc on /mnt/lustre failed

Test session details:
clients: https://build.whamcloud.com/job/lustre-master/4650 - 5.14.0-503.40.1.el9_5.x86_64
servers: https://build.whamcloud.com/job/lustre-b2_15/107 - 4.18.0-553.53.1.el8_lustre.x86_64

This test is failing repeatedly during interop testing. Presumably 2.15 does not work with PCC-RO and should be skipped?
