unable to configure multiple interfaces with certain yaml syntax

      In 2.15 you can import

      net:
    - net type: tcp
      local NI(s):
        - interfaces:
              0: eth0
              1: eth1

      but with 2.16/master only the last interface ends up configured (eth1 in this example).
