[LU-19481] FLR-EC: Basic do-no-harm lov IO support

Description

Support for EC components not interfering with regular IO - both new and old clients (2.10 and later with FLR support) should be able to do 'normal' IO on EC files with expected results.

No support for intent and layout state updates yet.
