lustre-initialization failed with the following error on the console:

 Lustre: DEBUG MARKER: /usr/sbin/lnetctl lnet configure -a -l
 LNetError: 8459:0:(lib-socket.c:313:lnet_sock_create()) Error trying to bind to fd33:3981:3213:f010:0:5254:8e:564e/7988: rc = -99

and the autotest log shows:
